美國前副國務卿、前世銀行長佐立克（Robert Zoellick）認為，美國的外交政策框架「正面臨威脅」，川普應該因應新環境制定整體的世界觀，「讓力量與目的得以匹配」。
佐立克在英國《金融時報》刊登的專文裡，稱美國把外交政策「看作一系列互不相關的挑戰，當它們出現時，再依不同特點各個解決，卻沒有看成整體設計的一部分」，並稱川普這個談判家「習慣逐筆處理交易」，可能傾向於採取「具體問題、具體分析」的外交政策；季辛吉更說過「川普沒有提出世界觀」，因此現在制定，正是時候。
文章列舉，在亞洲的戰略上，面臨的是大陸是否將尋求確立區域主導權，或調整既有秩序，以反映北京的實力和利益。文章提到，大陸國家主席習近平，日前在亞太經合組織（APEC）論壇上迅速行動，「填補因川普放棄由美國主導的《跨太平洋夥伴關係協定》（TPP）而製造的真空」。而當前中東分崩離析、歐盟對英國脫歐後沒有建設性方案、俄羅斯總統普丁試圖把勢力延伸到中東和歐洲，以上種種，不久之後將讓川普團隊「接受危機考驗」，「正如所有總統一樣，他們對危機的應對，必須體現出美國利益和領導力的戰略框架」。
文章最後提出5項建議，包含美國要維持跨太平洋和大西洋強大穩健的聯盟關係，並要確保整個北美大陸安全；對國際經濟關係現代化調整；與拉美友邦關注西半球變化，並投資高端的軍事力量和科技。
